I worked on this setup with my corp mates and alliance to make it a good all-around mission-running and ratting setup. It includes a passive and active tank AT THE SAME TIME! :o A lot of shield regeneration, and when more is needed the booster can be used for 3 minutes before cap runs dry.
Here it is:
Highs: - 7x 'Arbalest' Heavy Missile Launcher (Scourge Heavy Missiles) - 1x Small Tractor Beam I
Meds: - 1x Medium Shield Booster II - 2x Named/TII invul fields or rat-specific hardeners - 1x Named/TII Cap Recharger - 2x Large Shield Extender II
Lows: - 1x Named Damage Control I - 1x Ballistic Control System - 2x Power Diagnostic System II
Let's just say I am running all my active mods besides the booster and sitting at 3100/3700 cap. I am currently doing Guristas Extravaganza (lvl 3) and my shields have not dropped below 80%. I haven't touched the shield booster yet. Anyone got some other good setups? :)

Edited by: Militis Kolosok on 03/12/2006 05:31:09 I was going to do that as I've had a Ferox for two and a half months and loved its passive tank. But it didn't fit too well & I wanted something new. This works perfectly. It allows to do more damage while I don't have to worry about dying. The passive regen is good enough to keep me up (as I said, have not gone down below 80% yet... on stage 4 of extravaganza now... 2 ships left to kill). I think it can handle a mix. o_O The regen with booster on + passive probably outdoes what passive only can do with 1 more extender and the shield power relay. I haven't calculated it yet really.
P.S. My resists with mods active are as follows:
Shields: 52/81/71/61 Armor: 64/20/33/51 Structure: 52/52/52/52

I timed my (active) tank running with everything on. It lasted for 11 minutes 5 seconds with my skills. If I train one more skill for an hour and twenty minutes, I can run it forever.
The problem with passive is that I can only fit two shield extender IIs. The third one doesn't fit unless I get advanced weapon upgrades to I. And that will be with two PDS IIs, which means that I won't have room for shield relays. :x

Do you have heavy assault fitted instead of plain old heavies ? Ok, it's 25% extra damage, but with passive tank I'd rather have range than damage, and it's less grid-intensive anyway.
I suppose your problem is with the grid, right ? What level do you have in shield upgrades ? I hope L4 at least, if not L5... and do you have a 'gnome' implant in slot 6 ? I have a -3% one.
Listed below are fittings with my skills: 7 heavies (*100 MW) 3 LSE2 (*128.04MW) I can fit that with a single PDU2 (only about 25MW short without a PDU at all, with 1 PDU2, spare-grid-a-plenty), could fit it without PDU if I got L5 shield upgrades or L2 AWU.
Besides, 2 LSEs and 4 harders is fine, just fit 2 EM, 1 kin and 1 therm and you're ok to go.
I used 7x heavies, and I do have shield upgrades at level 4 (since I can use T2 extenders, that should make sense ). I'm going to put in the gnome implant. I was using a rogue. Thanks for the suggestion!
EDIT: Ok, so my launchers take 100 pg and my LSE2s take 128.04 just like yours. Three will not fit, about 10 PG short. I do not have engineering at 5 though, I think its the only thing I need to train up.

high -- 7 named heavy launchers (myself i use tech2 launchers). one utility slot. i dont yet use heavy assault launchers because i resent change.
medium -- 3 LSE2's, three hardeners of your choice low -- 3 spr's and 1 pdu or 1 bcu.
warning though, spr's reduce your capacitor recharge to practically nothing, so dont mix active and passive setups. 4 spr's and 3 or 4 active hardeners will drain your cap faster than you think.
I mixed active and passive with mine (well, I had no SPRs though). The passive recharge is pretty awesome and the extra 30 every second from the shield booster is nice when its needed (turn it on at 30% shields and you can tank forever). Will 3 LSE2s + 2 SPRs + 3 hardeners tank better than 2 LSE2s + 30/sec shield recharge from MSB2 + 2 PDS2s?

Drop booster and cap recharger and invulns, replace with 3rd extender, and 3 racial hardeners, 2kin 1 therm for guristas for example.
Drop Damage control unit for 2nd BCU, and drop a PDU for a SPr for slightly better peak shield regen.
And get T2 launchers when able.
Yeah, that's what everyone is saying, but what's the point? It can run infinitely if I train just 1 more skill (which I will in a couple of weeks). Also, I am about 10 pg short of accomplishing what you recommend (after I drop the booster and the cap charger). :s
EDIT: I will try it when I get advanced weapon upgrades :) I can see why it would work better now (as it did on the ferox), but yeah, tough to fit that. Will have to keep the PDS IIs.

After some testing, I've switched to this setup:
Highs: 7x Heavy Launchers 1x Tractor Beam
Mids: 3x LSE 3x Hardeners/Invuls OR 2x and 1x MSE (over 20k shields this way, if wanted)
Lows: 1x BCU 3x PDU
*Gonna try 2x PDU and 1x BC in lows in a bit...

My new set-up that works wonders against BSs:
Highs: - 7x 'Arbalest' Heavy Missile Launcher (Scourge Heavy Missiles) - 1x Small Tractor Beam I (Or a nos, since it may be needed in the near future)
Meds: - 3x Named/T2 invulnerability fields or rat-specific hardeners - 3x Large Shield Extender II
Lows: - 1x Ballistic Control System (T1/Named/T2) - 2x Shield Power Relay I - 1x Power Diagnostic System II
